Job Summary

Candidate will work in a pivotal role on the Water & Ecological Resource Services team which provides Clean Water Act and Safe Drinking Water Act permitting and compliance support to a variety of company facilities, including power generating stations, electric transmission and distribution facilities, service centers, office buildings and other AEP regulated and commercial business operations. Candidate will exhibit expert-level knowledge and proficiency that enables the specialist to serve as an advanced technical, regulatory and policy leader within the organization. Clean Water Act permitting experience required. Candidate will be responsible for job functions described herein as they relate to, but not limited to, the following subject areas:
NPDES Permitting - Individual, Multi-Sector, and Stormwater Construction General Permits
US Army Corps of Engineers permitting
Section 401 Water Quality Certification
Other federal, state, and local environmental permits and certifications
Water quality standard development and implementation
At-risk Species and Habitat Protection

Primarily responsible for independently:
(i) applying advanced environmental knowledge and experience to drive complex program-level work,
(ii) providing leadership in the planning, coordination, guidance, and oversight of staff performing technical and regulatory compliance activities,
(iii) providing leadership support in the development of staff, and
(iv) supporting or leading key business functions of the department (administrative tasks, budgeting, business planning, etc.).

In addition, the Staff Specialist demonstrates expert-level of knowledge and proficiency in advanced technical or environmental program and policy areas and serves as the primary resource for internal and external stakeholders. Develops, works in, and leads teams to provide environmental permitting and compliance support to a variety of business units within the company. Leads AEP and the industry in the development of environmental policy, regulatory programs, compliance strategies, as well as research and development related to environmental compliance.

Job Description

ESSENTIAL JOB FUNCTIONS:

1) Identifies, and initiates solutions and programs to resolve highly complex regulatory compliance and management challenges that are unique to the company and industry. Applies extensive specialized knowledge, problem solving, and engagement skills.

2) Leads, coordinates, and oversees work activities of others within work group, team, or department, and assumes the role of project or function manager for assigned program areas and tasks.

3) Serves as an internal expert resource in a specialized environmental, technical, or regulatory program area and is highly recognized and regarded by those external to the company.

4) Develops, recommends, and implements plans that include all scheduling, resource, and cost information and controls required to address the most complex compliance problems that require the input and efforts of a wide array of entities both internal and external to the company.

5) Identifies, initiates, secures funding for, and leads strategic environmental research projects of significance to AEP and the industry.

6) Leads in the preparation and clear, concise, and persuasive presentation of highly complex technical subjects, compliance strategies, and regulatory topics, before senior management, professional organizations, regulatory bodies, etc.

7) Influence the direction of thinking, drives consensus, and initiates changes to environmental policy, strategy, regulations, and standards, in the interests of the company and the industry. Engages multiple stakeholders in the process, networking throughout AEP, other companies, professional organizations, regulatory leaders, and environmental agencies.

8) Serves in a leadership position within professional and business environmental regulatory and research organizations.

9) Possesses the knowledge and experience to make responsible and effective strategic recommendations and decisions that can impact the business objectives and direction of AEP and the industry.

10) Supports and, as necessary, leads key business functions of the department (administrative tasks, budgeting, business planning, etc.)

MINIMUM REQUIREMENTS:

Education requirements: Bachelor's degree (environmental science, biology, chemistry, natural resources, ecology or related field) and an advanced degree (Masters or PhD) in a related field or demonstrated capabilities approved by Environmental Services VP.

Work Experience requirement: Minimum of 18 years of environmental experience.

OTHER REQUIREMENTS: Physical demand level is Sedentary

1. Registration in recognized associations and organizations for environmental professionals is encouraged.

2. 40 hours per week with some overtime required.

3. Periodic travel required.

Compensation Grade:

SP20-010

Compensation Range:

$132,562.00-172,331.00 USD

Candidates will be considered based on their qualifications and the candidates ability to work from an approved work location. Although the location is flexible, AEP does not have a presence in all states and localities. The following locations are NOT currently approved for this position: AK, CA, CO, CT, DE, HI, IA, ID, KS, MA, ME, MS, MT, ND, NH, NJ, NM, NV, NY, OR, RI, SD, UT, VT, WY, US Territories or international work locations. AEP will consider qualified candidates who are willing to relocate to an approved work location, at the candidates expense, provided the relocation can be completed within a timeframe that meets AEPs staffing needs. NOTE: All remote work locations require vetting and final approval prior to offer and/or start date.
